She was the daughter of the late Mr. Willie Foster and Mrs. Mary Bell Lowery Locklear.  Mrs. Blanks was preceded in death by her husband, Mr. Edward Barrington Blanks; a brother: Mr. Willie Foster “Boss” Locklear, Jr.; and two sisters:  Ms. Anna Bell Locklear and Ms. Lois Locklear.  She is survived by her son and his wife: Mr. Scott Edward and Mrs. Cathy Blanks of Columbia, SC; a daughter and her husband: Mrs. Cheryl and Dr. Barry Harding of Lumberton, NC; four grandchildren: Miss Laura Beth Harding, Mr. Stephen Harding, Miss Sara Blanks and Miss Caroline Blanks; two sisters: Mrs. Josephine Locklear of Lumberton, NC and Mrs. Dorothy Lowry of new Mexico; two brothers:  Mr. Floyd Locklear and Mr. Donald Locklear both of Lumberton, NC and a host of relatives and friends.

 

Blue, Brantley, age 53, died at his Arlington, Va., home after a heart attack

Mr. Blue was an administrative law judge for the Dept. of Labor and the only Indian to serve as a commissioner on the Old Indian Claims Commission.  He was appointed in 1969 by former president Richard M. Nixon and served as one of four commissioners until the commission expired in October.  The Indian Claims Commission was established in 1946 to hear and determine claims against the United States on behalf of any Indian tribe, band, or identifiable group of American Indians living in the United States.

 

He was a Lumbee and was born in Pembroke, North Carolina.  He was the first of his tribe to earn a law degree.  Mr. Blue practiced law in Kingsport, Tenn. for 20 years and was Kingsport city Judge from 1955-1959 and was a past president of the Kingsport Bar Association.  He served in the Pacific theater during World War II.

 

Mr. Blue is survived by his wife, the former Dorothy Milam, and a daughter, Patricia, both of the home in Arlington and another daughter, Janet Batchelor, of Jacksonville, NC, five sisters, Kitty Sanderson, of Bryson City, NC, Rena Mae Cochran, of Madison, Fla., Gola Lowry, of Gaston, NC, Bernice Lowry, of Towson, Md., and Alicia Wise, of Pembroke; three brothers, Adolph, of Pembroke, NC, Don, of Baltimore, Md., and Carl L., of Kingsport, Tenn., and two granddaughters.

 

The family suggests that expressions of sympathy be in the form of contributions to the Brantley Blue Scholarship Fund, 2111 Jefferson Davis Hwy., Arlington, Va. 22202.

Her parents were the late William McKinley Jones and Zelma Sampson Jones.  She was preceded in death by her mothers, Rosa Bell McMillan Jones in 1941, and Zelma Sampson Jones in 1983; her father, William McKinley Jones Sr.  in 1966; 10 infant siblings, including Sanford Jones in 1921 and Herman Jones in 1951; and her sisters, Margaret Jones Clark in 1990 and Essie Mae Jones Oxendine in 1998.  Dr. Brayboy is survived by her three sons , Terrence Dean Brayboy of Chapel Hill, Bryan MdKinley Brayboy and wife Doris Warriner of Salt Lake City, Utah and Cary Alan Brayboy of Los Angeles; two grandsons, Quanah McKinley Warriner Brayboy and Ely Tecumseh Warriner Brayboy, both of Salt Lake City; her sisters, Emma Bell Jones Locklear and Artie Mae Jones Jacobs and her husband, Bobby Jacobs, all of Red Springs; and her brothers, James Arthur Jones Sr. and wife Pearlie Mae of Pembroke, NC and William McKinley Jones Jr. and wife Hazel of Red Springs.

She is survived by her husband, Kermit T. Breen, daughter Leslynne Green of Gulf Breeze, Florida, son Jonathan Entrekin of Lookout Mountain, Georgia, stepdaughters, Barbara Jay Breen of Atlanta, Georgia, Heather McKelvey of Conyers, Georgia and Hilary Breen Stiles of Brunswick, Georgia and 8 grandsons.

Mr. Brewington of Southgate, Michigan, formerly of Lumberton, died Sunday, April 19, 1992, at Southeastern General Hospital as a result of an automobile accident.  He was born in Robeson County, NC to Mrs. Anna Bell B. Locklear and the late Willie Brewington, Sr.  Surviving are a son, Shane Brewington of Southgate, Michigan; wife Betty Brewington of Southgate, Michigan;  his mother, Mrs. Anna Bell Locklear of Lumberton, NC, two brothers:  Larry Brewington and Gregory Foster Locklear both of Lumberton, NC; two sisters, Mrs. Delora Jean Locklear and Mrs. LaRue Locklear both of Lumberton, NC; his maternal grandmother, Mrs. Mary Bell Locklear of Lumberton, NC, and a host of other relatives and friends.

Eugene was the son of the late O Quinn and Bertha Locklear Brooks of Maxton, NC.

Surviving are his wife:  Mrs. Lois Deese Brooks of the home, three daughters: Mrs. Rita Brooks Lossman, Mrs. Brenda Brooks Locklear, both of Maxton, NC, one daughter, Ms. Sherry Brooks of the home.  Four sisters:  Mrs. Katherine Dial of Maxton, Ms. Frances Brooks of Fairmont, NC, Mrs. Evelyn Hood of Norfolk, Va. Mrs. Mary Revels of Hertford, NC and two brothers:  Mr. Gerald Brooks of Maxton, Mr. Hector Brooks of Fairmont, NC.  Five grandchildren: Kevin Locklear, Clay Locklear, Mark Locklear, Shan Olyn Locklear and Brooke Lossman and a host of other relatives and friends.

He was preceded in death by his parents Mr. O’Quinn and Bertha Locklear Brooks, one brother, Eugene Brooks and one sister Mary Revels.  Mr. Brooks is survived by his wife of 59 years, Annie Brooks, a daughter Jeanne Brooks of Lumberton, NC, four sons, Joseph Brooks, and his wife Dell, James Randy Brooks and wife Melody Brooks, Henry Clayton Brooks and wife Melissa, all of Lumberton, NC. Nine grandchildren and ten great grandchildren.  He is survived by 3 sisters, Katherine Brooks Dial, Evelyn Brooks Hood, and Frances Brooks, a brother Gerald Brooks.  Special friend of the family Robert Eddings and Ruby and a host of relatives and friends.

She was the eldest of three children born to Mr. and Mrs. Marvin Carter of Pembroke, NC.  Louise is survived by one brother, John Marvin Carter, and one sister, Marilyn Rose Roberts.  In 1953 she married Alec Chesley Locklear II, and to this union were born four children, Alec Chesley Locklear III, Marvin Fuller Locklear, Marful Jon Locklear, and Sonya Rose Oxendine, all of Pembroke, NC.  Her life was blessed with four grandchildren also, Ryan, Brandon, Anna Louise and Damien.  In 1973 she married Dr. Martin L. Brooks of Pembroke, NC.

She was the daughter of the late Mr. Jake (J.B.) Clark and Mrs. Alice Dial Clark of Pembroke, NC.  Mrs. Bullard is survived by her husband, Mr. Junious Bullard of the home.  One daughter, Alice B. Oxendine of Maxton, NC and one son, Anthony Ray Bullard of the home.  Two sisters, Deanna Clark Ransom of Pembroke, NC and Doris Clark Jacobs of Maxton,NC.  One brother, James Clark of Pembroke, NC, two granddaughters, Tyler and Tess Oxendine of Maxton, NC and a host of relatives and friends.

 

Burns, Mrs. Ola Lee, age 60 died in Duke University Medical Center in Durham, NC

B.  March 22, 1936; D. January 9, 1997 following a long illness

 

She was the daughter of the late Warren E. Sampson and Cattie H. Sampson.  Mrs. Burns is survived by her husband, Rufus Burns, of the home; one son, Rufus Lynn Burns of Pembroke, a step-son, Phillip Locklear of Fairmont; three daughters; Wanda Burns Ramsey of Raleigh, NC; Sharon Kay Deese of Pembroke, NC; and Karen Burns Privette of Zebulon, NC.  She is also survived by two brothers: Edmond Bracey Sampson of Pembroke, NC and Eugene Sampson of Lumberton, NC; three sisters; Mary C. Locklear of Pembroke, NC, Marie S. Locklear and Audrey L. Chavis, both of Lumberton, NC; and by sixteen grandchildren, one great-grandchild.  She was preceded in death by a sister, Rosie Lee Locklear, by four brothers;  Alfred H. Sampson, Ellis Sampson, Harvey Sampson and Curley Sampson; by a granddaughter; Jessica Lee Ramsey, and by a niece; Barbara Burns Cummings.

She was married to Mr. William L. Byrd who preceded her in death.  Mrs. Byrd is survived by her sister, Ms. Beulah Jacobs of Mount Carmel, Connecticut; one brother, John Sulia Cooper of the home; two nieces, Attorney Allison Jacobs of Honolulu, Hawaii, and Debra Gibbs of Wilmington, NC; three loyal, devoted friends who were care-givers during her illness, Mrs. Viola McBryde, Mrs. Anna Floyd and Mrs. Rena B. Gerald; and Mrs. Regina F. Head who was with her when she passed.  She also leave to mourn, a host of relatives and friends.

 

Chavis, Mr. Alvin Benjamin

Mr. Alvin Benjamin Chavis was the son of the late Rev. Warren Alvin Chavis and Mrs. Mary Bell Jones.  He is survived by his wife:  Mrs. Naomi Dial Chavis; a daughter:  Mrs. Shannon C. Lowry of Garner, NC, a son-in-law:  Mr. Davey Corey Lowry of Garner, NC; a grandson:  Master Corey Benjamin Lowry of Garner, NC; sister:  Ms. Mary Liza Oxendine of Pembroke, NC and a host of relatives and friends.
